District-wise road map for independent colleges and constituent colleges of universities

As reported in a PIB report, on July 28th 2009 Minister of State in HRD Smt. D. Purandeswari said the following in the Rajya Sabha:

The Gross Enrolment Ratio (GER) in Indian higher education is estimated to be about 12.4%, as compared to estimated world average of 26%. In order to achieve the targeted GER of an additional five per cent by the end of the XI Plan, a substantial increase in Plan allocation has been made for the expansion of higher education, by way of setting up of institutions such as Central Universities in uncovered States, Indian Institutes of Technology, Indian Institutes of Management, Indian Institutes of Science Education and Research, Indian Institute of Information Technology, and Schools of Planning and Architecture. Expansion of capacity of the existing institutions, incentivizing state Governments for increasing state outlays on higher education and setting up of new colleges in 374 educationally backward district with GER below the national level through partnership with State Governments are also some of the steps for achieving higher GER. Expansion of Central Educational Institutions covered under the Central Educational Institutions (Reservation in Admission) Act, 2006 has also been undertaken which aims to increase intake capacity of these institutions by 54%. 

We use the UGC document titled "Report of the UGC Committee to prepare Detailed Project Report (DPR) for establishing the proposed model colleges in low Gross Enrollment Districts (GERs) in India" to present some of the Education related statistics about Orissa.

In that report, in Table 1 (pages 9-10) Orissa's GER is given as 13.66%. In Table II (pages 12-20) it identifies 18 districts of Orissa (out of 30 districts) as Educationally Backward Districts (EBDs). The following map overlays the GER numbers of these districts on top of a color coded map of literacy in Orissa.


The UGC report goes on to use the statistic of CPI (College Population Index) that measures the number of colleges per lakh population of age 18-23) to group the EBDs to several phases in terms of when model colleges will be established in them. 

The following map shows the distribution of colleges (including junior colleges that offer only +2) in Orissa. The red dots and private colleges and the blue dots are government colleges. 

Among the Orissa EBDs the grouping is as follows:
  1. Phase 1: Malkangiri and Baudh with CPI less than or equal to 4.
  2. Phase 2: Kandhamala and Nuapada with CPI between 4.1 and8.
  3. Phase 3: The rest 14 districts with CPI greater than 8.
We think that the correlation between CPI and GER is not high with respect to Orissa. Rather the correlation between GER and Literacy is much higher. We urge the HRD ministry to group the EBDs based on their literacy. If done that way the grouping will be as follows:
  • Phase 1 (With literacy below 53%): Nabarangpur, Malkangiri, Rayagada, Nuapada, Gajapati, Koraput, Kandhamala and Kalahandi.
  • Phase 2 (With literacy between 53.1% and 60%): Baudha, Balangir and Keonjhar
  • Phase 3 (With literacy higher than 60%): Nayagarh, Debgarh, Sonepur, Bargarh, Angul, Ganjam and Dhenkanal.
Now let us consider districts that do not have any state government colleges. We recommend that the state governoment either establish a new college there or adopt an existing private college there. Based on our analysis in http://www.orissalinks.com/archives/1786 following are those districts.

Then we take into consideration the autonomous colleges and reward them.  We also take into account the proposed structural changes in organizing colleges. We then consider our area wise plan. In that page we already discussed the Tier 1 and Tier 2 areas. Below we give a table that takes into account all of the above and lays out our plan with respect to colleges and with respect to tier 3 and tier 4 areas.
